The impact of manufacturers will be assessed also, and DOE will employ a modified version of its Industry Cash Flow model, which has been adapted for this type of product to calculate the manufacturing NPV. DOE will also examine the effects of these proposals on small-scale businesses as well as other subgroups of manufacturers to identify those who could be most affected.
